Small brings 36 years of U.S. Navy leadership in information warfare, defense modernization, and cybersecurity. His experience leading Naval Information Warfare Systems Command (NAVWAR) and Project Overmatch will help support federal agencies and contractors. As they implement crypto agility, build a comprehensive cryptographic inventory, and deploy NIST PQC algorithms. Aligning with emerging NIST PQC standards will help strengthen post quantum cybersecurity and support long-term federal quantum readiness.
